CEI’s Battered Business Bureau: The Week in Regulation

Just another week in the world of regulation:

  •  86 new final rules were published last week, up from 81 the previous week.
  • That’s the equivalent of a new regulation precisely every hour and 53 minutes — 24 hours a day, 7 days a week.
  • All in all, 2,213 final rules have been published in the Federal Register this year.
  • If this keeps up, the total tally for 2012 will be 3,875 new rules.
  • 1,549 new pages were added to the 2012 Federal Register last week, for a total of 42,879 pages.
  • At its current pace, the 2012 Federal Register will run 76,600 pages.
  • Rules are called “economically significant” if they have costs of $100 million or more in a given year. The 25 such rules published so far in 2012 have compliance costs of at least $14.5 billion. Two of the rules do not have cost estimates, and a third cost estimate does not give a total annual cost. We assume that rules lacking this basic transparency measure cost the bare minimum of $100 million per year. The true cost is almost certainly higher.
  • No economically significant rules were published last week.
  • So far, 235 final rules that meet the broader definition of “significant” have been published in 2012.
  • So far this year, 421 final rules affect small business. 60 of them are significant rules.

Highlights from final rules published last week:

  1. Do I or don’t I need a permit in Kern County to crossdress (male too Female)? Can anyone please tell me. Thank you Evett

  2. I am a full time cross dresser (male to female). Very professional, in fashion. Can I be arrested for walking in public. I never had that problem, but I was asked. I didn’t know if I could or not. Can I? Thank You: Evett

  3. Evett – I took a quick look through the Kern County, California Code. Didn’t see anyothing about cross dressing, so it looks like you’re in the clear — as you should be.

If you want to take a closer look, the County Code is at http://library.municode.com/index.aspx?clientId=16251&stateId=5&stateName=California&customBanner=16251.jpg&imageclass=D&cl=16251.txt

    All the best.

    • Ryan I think your rigth. I also couldn’t find anything. I did called the sheriff and police department and both said that there is no dress code in california. If you act rigth (normal) in public and not be drawing attension to yourself by acting stupid. I saw a guy dressed up acting as a stupid 16 year old, ponytells, mimi dress, go-go boots, sucking on a sucker, net pantyhose, and carring a doll. Old men acting like kid, acting the parts out and over doing it. Doesn’t look right when a 50 year old man, badly dressed and bad make up trying to make a comeback. Even an young girl wouldn’t act like that in public. So he got stopped for being stupid around the parks playground, not for what he was wearing. I was stop a few times but not for CDing, but for driving a little to fast not for what I was wearing. I think the laws are going to have to let up a little because of this. If you can get married with the same sex and joint the service, than you should exposed yourself as what you are to attract your parter. Advise to others. Act your female age and don’t think people won’t bitch about it and call the police on you. I have no problems in public. People will take a second look from time to time, but don’t say anything. California Dress code, not found.

  4. I should get an California ID from the DMV. Why? MY drivers lic. haves a picture of me, as male. I did have a problem using my creditcard a few times. So it would be good to get a California ID with me as a female or just carry cash.

  5. On the news today. It doesn’t matter what you do for anyone or any other country it’s all forgotten when you discredit their God. Cario, is only one and others to joint the hate of Americans. Their God is their root and they will die for their God as we have seen for 1000’s of years. If you are gay, black, white, blue, not gay, or crossdresser. When visiting older counties. Be careful to not show off yourself as an Christain American or an American. I have to add: How does it feel to be hated, how does it feel to have the door close on your freedom to be what you are? Well, welcome to the world of hate and lack of understanding. Maybe the tables was turned. Maybe the America Christain with feel the hate, like gays feel from our own country, our homeland. The same hate we feel each day from the America Christains toward us. America needs to understand, the freedom we praise in this country should be followed by a little respect for others and their freedom. Vote for Obama, he is the one that understands us. Because if we don’t vote for him, the gay right movement will be a “road to no where”, and all we have done, will have to start all over again for our rigths to live.
